Consideration and approval of Prime Minister’s nomination defined as exclusive competence of the Legislative Chamber

In accordance with Article 94 of the updated Constitution, the absolute powers of the Legislative Chamber are increasing from the current 5 to 12.

According to Khayrulla Ruzmetov, the Legislative Chamber of Oliy Majlis is the highest representative body consisting of deputies elected by the people, and it is a branch of legislative power that operates continuously.

According to the Constitution, the Legislature has absolute powers, and its parliamentary control functions and powers are of special importance.

Therefore, in the draft of the newly revised Constitution, the executive authority of the Legislative Chamber – the absolute powers of control over the activities of the Government – is being expanded.

The content and importance of the introduced news is reflected in the following:

First, the control over the execution of the State budget and the review of the report of the Chamber of Accounts, which are defined in the joint powers of the chambers, are being transferred to the absolute powers of the lower chamber. This change serves to establish effective control over the execution of the State budget in the lower house, to ensure that the formation and execution of the State budget is carried out on the basis of the principles of openness and transparency, to direct the budget funds without losses, to a targeted and targeted direction, and to increase the efficiency of the financial management system;
Secondly, considering and approving the candidate of the Prime Minister based on the presentation of the President of Uzbekistan is defined as the absolute authority of the lower house. With this change, each political party will have the opportunity to directly participate in the government formation process, which is the ultimate goal. Also, the political party will have the right to implement the most important tasks in its pre-election platform by including them in the Government program;
Thirdly, joint powers with the Senate, such as hearing the reports of the Prime Minister and members of the Cabinet of Ministers on their activities and hearing the annual report of the Cabinet of Ministers on the most important issues of the country’s socio-economic life, are being strengthened in the absolute powers of the Legislative Chamber;
Fourthly, the authority of officials of the state bodies to send a parliamentary request and to implement other forms of parliamentary control is defined, that is, the right of deputies to send a request to state bodies and officials of economic management bodies during their meetings with their voters in the electoral districts is being strengthened. This news will strengthen the control of the Legislative Chamber and each member of the government.

These changes to the Constitution will expand the possibility of the Parliament to solve problems in the life of the society. Public control will rise to a new level. The powers strengthened by the Constitution revitalize the activities of deputies and senators and increase their responsibilities. It will be possible to establish effective control over the activities of leaders of various organizations such as government, ministry, committee, agency.
