“Afghanistan did not return 67 wagons of oil to Uzbekistan stating it was of poor quality, but the buyer paid 100% of the money” – Uzbekneftegaz

On August 6, the Afghan Standards Agency tweeted that it found 67 tankers of oil imported from Uzbekistan to be of poor quality and sent back. Uzbekneftegaz press service commented on the situation.

It is noted that on June 24-26, based on the customer’s application, Uzbekistan GTL LLC delivered a total of 3.4 thousand tons (67 wagons) of goods to the customer for export from the “Kengsoy” station in Guzor district, Kashkadarya region.

According to information, the synthetic component for diesel fuel of the Uzbekistan GTL LLC plant is produced according to the European standard EN 15940 among the countries of Central Asia only in Uzbekistan based on the state standard “UzDSt 3134-2017”. This standard has not yet been implemented in Afghanistan.

During the export of the product, the buyer was also informed that the synthetic diesel and its component were not registered with ANSA (Afghanistan National Standards Authority). It was reported by the buyer that it is planned to bring the product to the Afghan market compounded with conventional diesel as a component.

Uzbekneftegaz JSC stated that the payment for 3.4 thousand tons (67 wagons) of high-quality products delivered to the customer was 100% made, and was not returned to Uzbekistan GTL LLC as a low-quality product by the Afghan government. Based on the contract terms, the buyer decides which country to take the product to and how to sell it.

“Products produced by Uzbekneftegaz JSC are constantly and systematically adjusted to international and national standards,” the company’s report reads.
