Based on clinical protocols, the types of medical services and medications that are provided to patients free of charge are determined.
A corresponding order of the Ministry of Health was signed to determine the guaranteed volume of medical care, covered by the state budget.
“Most citizens who previously came to see a family doctor in primary healthcare institutions were given a prescription for medications, which created difficulties for patients with chronic diseases and those in need of emergency medical care with limited financial resources,” the deputy head of the ministerial department for organizing medical care Sunnat Safarov said.
According to the relevant order of the Ministry of Health, a list of guaranteed volumes of medical care provided at family doctor offices, family clinics, multidisciplinary central clinics, district (city) central hospitals and maternity hospitals has been determined.
This includes:
• guaranteed volumes of medical care provided in healthcare institutions (intravenous, intramuscular, subcutaneous injections, provision of medical care in a day hospital organized at a family doctor’s office, vaccination of children against controlled infections, carrying out preventive examinations and screening examinations of the population in accordance with the relevant orders of the Ministry of Health, regular monitoring of the population with chronic diseases);
• diagnoses included in the guaranteed volumes of medical care provided in medical institutions (for example, hypertensive heart disease, chronic ischemic heart disease, acute and chronic bronchitis, chronic hepatitis, diffuse goiter, bronchial asthma, atopic asthma, cholelithiasis, targeted treatment of epilepsy) ;
• guaranteed volumes of provision of a number of types of medical care, such as drugs and medical supplies (for example, analeptics, antiallergic, diabetic, anthelmintic and viral and cardiovascular drugs, antibiotics, antidepressants, medical bandages, constant supply of infusion systems).
In accordance with this list, a total of 520 diagnoses, 28 diagnostic examinations, 46 laboratory tests, 235 types of medicines, 27 types of surgical treatment and 76 medical supplies are provided to patients free of charge at state expense. Medicines are dispensed by prescription from family doctors in accordance with medical indications, as well as on the recommendations of specialized industry specialists.
These types of services, medicines and consumables are formed on the basis of approved clinical protocols and treatment and diagnostic standards, according to the list of diseases compiled in family doctor offices, family clinics, multidisciplinary central clinics, district (city) central hospitals and maternity hospitals.
