The Senate Defense and Security Affairs Committee discussed the law “On additions and amendments to the Criminal, the Criminal Procedural and the Administrative Responsibility Codes in connection with the improvement of the traffic safety system”.
According to the chairman of the committee, Kutbiddin Burkhonov, in accordance with the new law, the Administrative Responsibility Code imposes liability for traffic hooliganism, that is, some drivers do not follow the culture of driving, sharply control the vehicle and other actions, such as “aggressive driving”, “drift”, “checkerboard” movement, creating obstacles on roads.
In 2023, about 13 million traffic violations were detected using only photo and video devices: in 3 million 350 thousand cases, the driver of one vehicle committed up to 4 traffic violations, in about 3 million cases – from 5 to 10 traffic violations, in 1 million 700 thousand cases – from 11 to 20, in 187 thousand cases – from 31 to 40, in 87 thousand cases – from 51 to 100, in 18 thousand cases – more than 100 traffic violations.
On December 13, 2023, on the 133rd km of the “Samarkand-Guzor” highway, in the territory of the “Pakhtaabad” mahalla, Kamashi district, the driver with 6 years of driving experience, while driving his Lacetti car at high speed, crashed into the rear of ISUZU truck and caused an accident.
As a result, 4 citizens died and 1 citizen was hospitalized with a diagnosis of “severe brain injury, cerebral coma”.
When investigating the violations committed by the driver of the Lacetti car during the last year, it was found out that this citizen committed 72 violations during the year, Kutbiddin Burkhonov said.
The law stipulates liability for offenses such as the imposition of administrative penalties for traffic violations, where penalty points are calculated.
If the driver receives 12 or more points in one year, the penalty of deprivation of the right to drive a vehicle for up to 3 years will be imposed. The procedure for applying incentive measures (with the relevant decision of the Cabinet of Ministers) by reducing penalty points for drivers who do not violate the rules (by not taking into account the first penalty point for a driver who has not committed a violation for 1 year, and by deducting 2 penalty points from the penalty point assigned to an offender who has not committed a violation for 6 months) is being determined.
