New cars, as well as electric vehicles, will receive "green" stickers without diagnostics.
On March 29, the Cabinet of Ministers approved a set of measures aimed at "reducing the negative impact of automotive transport on the atmospheric air." The text of the resolution has been published on Lex.uz.
The document establishes a legal basis for issuing ecological stickers to automobiles and motorcycles depending on the volume of pollutants in the emissions. The first center for their issuance began operating in Tashkent at the beginning of March.
The "Eco Transport" system, within which the stickers will be issued, is expected to be operational from June 1. The diagnostics of vehicles and issuance of stickers will be free of charge.
Territories of each region are planned to be divided into "green," "yellow," and "red" ecological zones. From 2024 to 2026, the implementation of the system is expected in the capital.
In the second phase - from 2026 to 2028 - it will cover the regional centers, as well as tourist centers, nature reserves, recreational areas, and other special zones. Then, by the end of 2030, it will be extended across Uzbekistan.
Access to "clean" zones will be restricted or closed for more "polluting" categories of transport. Compensation payments for the use of roads in "clean" zones will be considered.
Newly registered and re-registered vehicles will always get stickers for free. Owners of electric transport, as well as other cars not older than three years, can obtain a sticker without diagnostics, upon online request.
For other car owners, the service will be free of charge:
- In Tashkent - until January 1, 2027;
- In Nukus, regional centers, and special ecological zones - until January 1, 2029;
- In other places - until January 1, 2031.
Emergency service vehicles will be able to move without restrictions in any zone. The same order will apply to public transport (excluding taxis).
