Uzbekistan considers annual environmental fee for vehicles older than 30 years
The National Committee for Ecology and Climate Change has published a draft presidential decree aimed at establishing a comprehensive framework for decommissioning end-of-life vehicles and recycling their components. The initiative seeks to protect atmospheric air, ensure environmental sustainability, safeguard public health, and curb harmful vehicle emissions by creating an efficient system for automobile disposal.
Under the proposed regulation, starting January 1, 2027, owners of vehicles manufactured 30 or more years ago will be required to pay an annual environmental compensation fee. This fee is set at 30 times the base calculating amount (UZS 12,360,000).
The implementation of the new vehicle disposal and regulatory framework is designed to take place in gradual stages. The process will begin in 2026 for category M1 vehicles, which comprise passenger cars. It will expand in 2027 to cover categories M2, M3, N1, N2, and N3, encompassing minibuses, buses, and trucks. By 2030, the system will apply universally to all types of wheeled vehicles.
In addition to the annual fees, the draft decree proposes a ban on the operation and re-registration of vehicles categorized under harmful environmental brackets. Except for certified antique automobiles, such substandard vehicles will face mandatory deregistration from state records.
Public review and discussions for the draft project will remain open until June 28.
