Ministry of Internal Affairs proposes introducing remote monitoring bracelets for house arrest convicts
The practice of wearing these bracelets, which has been successfully trialed, is expected to be implemented across the entire republic this year.
The Ministry of Internal Affairs (MIA) has brought forward a proposal discussing the introduction of a new system for remote monitoring of individuals under house arrest or freedom restriction.
It is proposed to introduce electronic bracelets, developed by the Ministry's Center for Scientific and Applied Research on Public Safety.
The bracelet trials were successfully conducted across all regions. The proposed phased implementation is as follows:
- From May 1 – in the Andijan, Fergana, and Namangan regions;
- From June 1 – in the city of Tashkent, Tashkent, and Syrdarya regions;
- From August 1 – in the Jizzakh, Navoiy, and Bukhara regions;
- From October 1 – in the Samarkand, Kashkadarya, and Surkhandarya regions;
- From December 1 – in the Republic of Karakalpakstan and Khorezm region.
In cases where wearing an electronic bracelet on the leg is not possible, it will be permissible to wear the bracelet on the wrist. Pregnant women and individuals with illnesses or physical disabilities will be exempt from wearing the bracelet.
Analytical notes highlight that while developing the proposal, the advanced probation service practices from the Ministries of Justice in Korea and Turkey were studied.
The cost of purchasing electronic bracelets for those under house arrest will be covered by the funds from the Offense Prevention System Development Fund, and for those serving sentences of freedom restriction, by the funds from the Probation Service Development Fund.
Additionally, the MIA will address discrepancies in the criminal enforcement and criminal procedural legislation to develop the draft law and submit it to the Cabinet of Ministers.
The discussion period for the proposal will last until April 11.
