Fines for violating silence at night may increase to 5 million soums
A bill providing for increased administrative liability for violating the peace and normal rest of citizens was adopted in the first reading.
At a meeting of the Legislative Chamber of Oliy Majlis on July 2, the draft law “On the protection of the population from harmful noise exposure” was adopted in the first reading.
The bill defines a period during which disruption of the peace and normal rest of citizens is not allowed. In particular, it is proposed to strengthen administrative responsibility for violating the peace and normal rest of citizens at night – from 23:00 to 06:00, as well as from 22:00 to 09:00 on weekends and non-working days established by law.
This violation entails a fine on citizens in the amount of 3 to 5 BCAs (from 1 million 20 thousand soums to 1 million 700 thousand soums), and on officials - from 10 to 15 BCAs (from 3 million 400 thousand soums to 5 million 100 thousand soums).
It should be recalled that currently the amount of fines for these violations is 113 thousand soums for citizens and from 113 thousand to 226 thousand soums for officials.
According to deputies, adoption of the bill will serve to create effective legal mechanisms to fulfill the necessary living conditions for the population in a comfortable natural environment, to protect health and recreation from the effects of any harmful noise.
