Waste management company in Namangan to return consumers 11 billion UZS for unrendered services
A waste management company in Namangan, Namangan Musaffo Iqlim, has been ordered to return 11 billion UZS to local consumers after charging them for services that were not provided. The Competition Committee launched an investigation following complaints from residents, which revealed widespread violations by the company.
The regional office of the Committee in Namangan initiated the probe after receiving grievances from citizens regarding the company’s performance in the first half of the year. The investigation covered services provided to residents of Namangan city and the districts of Namangan, Turakurgan, Davlatabad, and Mingbulak.
While the company's records claimed to serve around 1.3 million people in 275 neighborhoods, the investigation found that over 633,000 residents were not receiving the promised waste collection services. Furthermore, the company had been charging 762,500 people for services that were never provided. This resulted in unjustified payments amounting to 11 billion UZS.
The Committee determined that Namangan Musaffo Iqlim had violated Articles 19 and 21 of the Consumer Protection Law and mandated that the company return the improperly collected payments to affected consumers.
This is not the first instance of such violations. In September, the Committee ordered another waste management company, Toza Hudud, in the Surkhandarya region to return 3.2 billion UZS for charging customers without providing services and raising tariffs without approval. Additionally, the oversight body uncovered overcharged payments amounting to 528.6 million UZS in 51 neighborhoods in the Syrdarya region. In Kashkadarya, unjustified debts worth 10.9 billion UZS were written off under the Committee's directive.
