Heat and hot water tariffs to increase twice in 2025

Heat and hot water tariffs are set to rise twice in 2025, according to Ilhom Turaev, head of the Department at the Ministry of Construction and Housing-Communal Services.
Turaev explained that in 2024, tariff rates were increased once in the regions and twice in the capital. Starting next year, the same two-stage increase will also apply to regional areas.
"We have analyzed payment systems used in Korea and neighboring countries. A common question arises: If I’m not living in my home, am I still required to pay for heating? In Korea, for example, a subscription fee is charged to maintain a minimum level of heating in homes. By adopting a sound tariff policy, we can determine whether prices should increase further or remain stable," he stated.
Turaev highlighted that the government currently provides significant subsidies to cover heating costs. To eliminate these subsidies and modernize the system, tariff rates must be reassessed. He noted that in 2025, tariffs are expected to increase twice, with each hike likely to be around 15%.
