Presidential decree brings major reshuffle in administrative staff

President Shavkat Mirziyoyev has approved a series of high-level personnel changes in the Presidential Administration, assigning new deputies and first deputies across several key departments related to legal expertise, public safety, communications, and regional coordination.

By presidential decree, the following appointments and dismissals have been made within the Administration of the President of Uzbekistan:

Kamoliddin Mardonov has been appointed first deputy head of the Department for Legal Expertise and Comprehensive Analysis within the Presidential Administration. In connection with this appointment, he was relieved of his previous role as head of the division responsible for developing initiatives in agricultural production, income growth, and efficient water use.

Ulugbek Khanaev has been named deputy head – chief legal advisor – of the Department for Legal Expertise and Comprehensive Analysis. Accordingly, he has been dismissed from his previous position as first deputy – chief legal advisor – to the presidential adviser on legal expertise and analysis.

Eldor Khamroev has been appointed deputy head of the Department for Legal Expertise and Comprehensive Analysis. He was released from his prior role as head of the division for developing major initiatives in land relations and the protection of private property.

Aziz Azimov has been appointed first deputy head of the Department for Public Safety and Rule of Law. In connection with this, he has been relieved of his duties as chief consultant of the division for information and communication technologies and public projects.

Sergey Gordeev has been named deputy head of the Department for Public Safety and Rule of Law. He was dismissed from his previous role as head of the division for coordinating the activities of internal affairs and customs authorities.

Gulrukhsor Khatamova has been appointed first deputy head of the Department for Communications. She was relieved of her previous position as head of the division for public opinion research and analysis.

Farrukh Omonov has been appointed deputy head of the Department for Communications. He was previously head of the division for information support and media relations.

Rustam Mirzayev has also been appointed deputy head of the Department for Communications. In connection with this appointment, he was dismissed from his previous post as head of the division for information, advocacy, and ideological campaigns at the Security Council’s executive office under the President.

Fathiddin Mukhiddinov has been named deputy head of the Department for Preparing Analytical Content for Meetings and Regional Visits.

Khusniddin Khashimov has also been appointed deputy head of the same department. He was released from his previous role as head of the division for information support of administrative activities within the Department for Planning and Information Support.

Ulugbek Normatov has been appointed deputy head of the Department for Foreign Relations. He was previously a lead consultant in the division for public opinion research and analysis.

Ulugbek Khusainov has been appointed acting director of the Agency for Governance Efficiency. In connection with this, he was relieved of his duties as deputy head of the Department for Cooperation with Regions and Preparation of Analytical Materials.

Oybek Umarov has been appointed deputy head of the Administrative Affairs Office. He was previously head of the division for economic operations within the Department of Finance and Economic Affairs.
