Leadership of Standards Institute received billions in extra-budgetary bonuses, faces scrutiny

Between November 2024 and March 2025, former director of the Uzbek Institute of Standards, D. Qodirov, received an income of UZS 468.6 million. Of this amount, UZS 433.8 million came in the form of bonus payments. In addition, deputy director A. Samijonov was paid UZS 482.9 million, while deputy director A. Davirov received UZS 412.8 million in allowances.

According to Ishonch.uz, citing its sources, the leadership and several employees of the Uzbek Institute of Standards were paid substantial additional allowances in 2024–2025 from the institute’s extra-budgetary development fund.

Calculations show that Qodirov, who served as acting director during the five months from November 2024 to March 2025, received a total income of UZS 468.6 million, of which UZS 433.8 million came as bonuses from extra-budgetary funds.

Other staff also received large sums in additional allowances:

  • G. Gaziev (former director) – UZS 142.6 million
  • A. Samijonov (deputy director) – UZS 482.9 million
  • A. Davirov (deputy director) – UZS 412.8 million
  • J. Umurzoqulov (head of department) – UZS 293.3 million
  • F. Ashurov (head of department) – UZS 412.8 million
  • J. Akhmatov (head of department) – UZS 471.1 million
  • M. Mirzoidov (head of department) – UZS 477.2 million
  • N. Khudaykhojaeva (accountant) – UZS 227.8 million
  • N. Khusanbaev (assistant to the director) – UZS 199.2 million

In total, employees of the institute received more than UZS 3.7 billion in additional allowances from extra-budgetary funds.

Furthermore, UZS 3.1 billion was allocated as incentives for 10 employees.

The institute’s press service confirmed this information.

“The relevant documents have been formalized and submitted to law enforcement bodies for legal assessment. Additional information will be provided on this matter,” the official statement read.

For reference, in the first half of 2025, the average monthly salary in Uzbekistan amounted to UZS 5.982 million. The highest regional averages were recorded in Tashkent city (UZS 10.138 million), Navoi region (UZS 7.486 million), and Tashkent region (UZS 5.674 million). The lowest were in Kashkadarya (UZS 4.148 million), Surkhandarya (UZS 4.256 million), and Namangan (UZS 4.350 million).

It should be recalled that the director general of the Uzbekistan Scientific Testing and Quality Control Center (UzTest), Jamshid Ganiev, was also found to have received a total salary of UZS 551.66 million over a 12-month period from March 2022 to March 2023.
