President signs decree expanding powers of local governors

President Shavkat Mirziyoyev has ordered an experimental reform of the local governance system, under which, starting in 2026, the regional units of nine ministries and agencies will be integrated into the local government offices of 45 districts and cities. Regional governors will gain the authority to appoint heads of these units and set development priorities.

The reform is outlined in the presidential decree on fundamental improvement of local administrations for sustainable socio-economic development of regions, dated 21 October.

Key objectives of the reform include:

  • Transforming district and city administrations into modern structures that provide comprehensive services to residents and businesses.
  • Expanding administrative powers of governors to independently address local issues.
  • Clearly defining governors’ accountability for socio-economic development and introducing effective mechanisms for interregional cooperation and experience sharing.

From 1 January 2026, the experimental transfer will cover district and city units of republican executive bodies in 33 territories designated as “New Uzbekistan model regions”, as well as all districts and cities of Surkhandarya region.

During the experiment, the following ministries and agencies will be integrated into local administrations:

  • Ministry of Economy and Finance
  • Ministry of Employment and Poverty Reduction
  • Ministry of Investments, Industry, and Trade
  • Ministry of Construction and Housing and Communal Services
  • Ministry of Agriculture
  • Ministry of Ecology, Environmental Protection, and Climate Change
  • Ministry of Culture
  • Committee on Family and Women’s Affairs
  • Agency for Youth Affairs

Initially, only eight agencies were planned for inclusion, excluding the Construction Department.

Units will retain their current status and salary conditions. Governors will exercise direct leadership over these structures, approve staffing schedules, appoint and dismiss personnel, and apply incentives or disciplinary measures.

Deputy governors will be approved by local councils of people’s deputies and may form project teams to implement specific development initiatives. In Surkhandarya, the maximum number of deputy governors will be six, and in other districts and cities — four. Governors will independently define deputies’ responsibilities based on regional development plans and drivers.

District administration staff will maintain a ratio of at least three employees per one manager.

A key performance indicator (KPI) system will be introduced to evaluate governors and their deputies. Territories meeting KPI targets will receive a 15% increase in funding for infrastructure projects. Failure to meet KPIs will result in reduced funding and potential review of the governor’s suitability for the position.

According to a presidential decree of 8 October, in 2026 the republican budget will allocate:

  • UZS 100 billion to each of the 33 model districts and cities — UZS 2.3 trillion in total
  • UZS 5 billion to each of 330 selected neighborhoods for transformation — UZS 1.7 trillion in total
  • UZS 2 trillion for driver projects stimulating regional economic growth

Additionally, 14 districts and cities will receive an extra UZS 30 billion in addition to the previously allocated UZS 70 billion. All other included districts and cities will receive UZS 100 billion each.

The Agency for Strategic Reforms is tasked with submitting a draft resolution within a month to establish the annual Interregional Economic Cooperation Forum from 2026. The forum will rotate among regions and serve as a platform for experience sharing and networking between entrepreneurs.
