Gov’t strengthens penalties for illegal connections to electricity, gas, and utility networks
Uzbekistan has strengthened administrative and criminal liability for illegal connections to electricity, heating, gas, and water supply networks.

The amendments are outlined in a new law adopted on March 11, which introduces stricter penalties for unauthorized connections and the unlawful use of public utility infrastructure.
Under amendments to the Code of Administrative Responsibility, fines for unauthorized connections to public electricity, heating, and gas networks or for violations of usage rules have been increased.
Individuals found guilty of such violations will now face fines ranging from 15 to 20 times the base calculation unit, while officials may be fined 25 to 30 times the BCU.
Previously, fines ranged from 10–15 times the BCU for individuals and 20–25 times for officials.
The law also introduces specific penalties for unauthorized connections to electricity, heating, gas, or water supply networks for commercial purposes.
Such violations may result in a fine ranging from 15 to 25 times the BCU or administrative detention for up to 15 days.
Amendments to the Criminal Code further stipulate that if a person commits the same offense again after receiving an administrative penalty, criminal liability may apply.
In such cases, offenders may face:
- a fine of 30 to 75 times the BCU
- up to 240 hours of compulsory community service
- corrective labor for up to one year
The law will enter into force three months after its official publication.
