Uzbekistan to make theory classes optional for A and B driver’s licenses starting Feb 2026
A new government decree will make theoretical lessons optional for Category A (motorcycles) and B (light vehicles) driver’s licenses starting 1 February 2026, allowing candidates to study traffic rules independently.

According to a government decree, candidates for “A” and “B” category driving licenses will be allowed to study the theoretical part of the mandatory training program independently. This means that participation in classroom lessons at driving schools for these categories will be optional. The new procedure will come into effect on 1 February 2026. In addition, a separate procedure will be developed for re-examining individuals who have had their driving privileges revoked.
The decree, titled “On measures to further improve the vehicle management system”, outlines the following for applicants:
- Candidates may study theoretical knowledge independently, either online, offline, or through self-study.
- They must complete the practical training specified in the mandatory program at a driving school.
- After completing practical lessons, candidates will take the theoretical and practical exams required to obtain a driving license.
- A certificate confirming completion of practical training will be issued electronically.
From 1 February 2026, the registration of training and retraining groups for “A” and “B” category drivers with the State Traffic Safety Service will be abolished.
Within three months, electronic learning materials will be developed to help learners acquire necessary knowledge and skills in traffic rules, vehicle operation safety, and other areas. These materials will be publicly accessible.
The decree also establishes a separate procedure for individuals whose driving privileges were revoked, detailing how they can receive training and take exams to regain the right to drive. The Ministry of Internal Affairs is tasked with drafting and submitting this procedure within two months.
For reference, “A” category licenses are for motorcycles, while “B” category licenses are for light vehicles with a permitted maximum weight of up to 3.5 tons or vehicles with no more than eight passenger seats in addition to the driver’s seat.
