Gov’t to extend social benefits to private sector workers
At present, not all employees in the private sector receive benefits for maternity, temporary disability, or job loss. These benefits will gradually be paid through the Social Protection Fund. Starting in 2026, women will become eligible for maternity benefits, and from the second half of 2026, temporary disability benefits will also be introduced.

On 29 October, President Shavkat Mirziyoyev reviewed proposals aimed at improving the social insurance system.
The presentation highlighted the need to prevent vulnerable groups from falling into poverty.
It was noted that currently, private sector employees do not receive maternity, temporary disability, or job loss benefits. This situation is attributed to several factors – the payment of such benefits often increases production costs, reduces competitiveness, and is seen by employers as an additional burden, making the system unattractive for businesses.

In line with the International Labour Organization’s Conventions on Minimum Standards of Social Security and Maternity Protection, maternity and sickness benefits are to be provided through social insurance mechanisms.
During the meeting, proposals were discussed to expand the coverage of social benefits and align the national social insurance system with international standards.
All formally employed individuals will gradually become eligible to receive benefits through the Social Protection Fund. From 2026, women will receive maternity benefits, and from the second half of 2026, temporary disability benefits will be introduced.
The main goal of the new system is to strengthen social protection for women and workers, while also encouraging formal employment relationships.
The president approved the proposed measures and instructed responsible officials to digitalize the social insurance system, ensure transparency, and introduce proactive benefit assignment and payment mechanisms.
