Competition Committee identifies and eliminates unjustified electricity and gas debts

According to the Competition Committee, nationwide inspections have led to the cancellation of unjustified charges in the electricity and gas supply sectors. Consumers who were overbilled had their excess payments refunded. Violations were addressed in several regions, including Samarkand, Tashkent, Khorezm, Jizzakh, Navoi and Kashkadarya.

In Samarkand, an investigation found that Uzum Market LLC had been wrongly billed UZS 40.2 million for electricity at its rented non-residential premises. The Samarkand branch of Regional Electric Networks JSC was found to have imposed an unreal debt, which was later corrected and recalculated.

In Tashkent region, a special commission ordered the refund of nearly UZS 32,000 to an individual who had been overcharged when the entrance fee to the So‘qoq forestry enterprise was unjustifiably increased from the approved UZS 18,750 to UZS 50,000. The commission also instructed that over UZS 21 million be recalculated for other consumers.

In Khorezm, a citizen was wrongly charged a debt of UZS 2.1 million for natural gas. The Khorezm branch of Hududgazta’minot JSC was issued a warning and the debt was recalculated in accordance with the law.

In Jizzakh, inspectors found that Hududgaz Jizzakh JSC had violated delivery schedules and conditions for liquefied hydrocarbon gas between December 2024 and July 2025. The branch was ordered to correct the violations and ensure timely gas supply.

In Navoi, proceedings were initiated against Qiziltepa Flour Mill JSC for failing to comply with exchange requirements and Cabinet of Ministers Resolution No. 170, and the company was issued a mandatory instruction. In Kashkadarya, Dehqonobod Potash Plant JSC was found to have an affiliation issue in a public procurement tender, and legal measures were taken.

The Competition Committee stated that it will continue systematic monitoring and investigations aimed at protecting consumer rights, refunding overcharged amounts, and ensuring transparent competition in the market.
