Uzbekistan permits minors aged 14–18 to obtain bank cards without parental consent
Uzbekistan has introduced new regulations allowing minors aged 14 to 18 to independently obtain and use bank cards.

The amendments were made to the rules governing the issuance and circulation of bank cards across the country. According to the updated regulations, individuals between the ages of 14 and 18 may now apply for bank cards on their own by signing an agreement or accepting an offer with a commercial bank, following proper identification in accordance with internal client verification procedures.
For children under the age of 14, bank cards can still be issued only with the written consent of parents or legal guardians.
The updated regulation also introduces two new card types – business cards and social cards. Business cards are designed for individual entrepreneurs and self-employed persons to conveniently manage funds in their accounts, while social cards will enable recipients to manage social payments and related transactions more efficiently.
Additionally, banks will now be able to issue pre-printed personal cards that do not display the cardholder’s name on the plastic itself, offering new flexibility in card issuance.
The changes officially took effect on November 12, 2025.
