Uzbekistan to cut management staff at state-owned enterprises by up to 10 percent

The number of management employees at state-owned enterprises in Uzbekistan will be reduced by up to 10 percent. This measure is outlined in the presidential directive issued on 18 November titled “On measures to reduce costs and improve efficiency at state-owned enterprises”.

According to the document, a national commission will be established to coordinate efforts aimed at reducing production costs and improving efficiency at state-owned enterprises. The commission has been instructed to submit proposals to the Presidential Administration within two months on reducing the number of management employees by up to 10 percent.

The national commission will ensure the organization of joint procurement to meet the overall demand of state-owned enterprises for mass-consumption goods. When needed, experts, expert organizations or specialized procurement agents (professional agents or procurement commissions) may be involved in carrying out joint purchases in accordance with legislation.

The directive also stipulates that state-owned enterprises must cease providing sponsorship assistance in all cases except those mandated by presidential decisions or instructions.

Additionally, the Accounts Chamber has been tasked with critically reviewing, within two months, the business plans developed for 2026 by UzAssets JSC and the strategic major state-owned enterprises under its management. The chamber must submit recommendations to the supervisory boards on improving these plans.
