Financing of school and kindergarten construction to be transferred to local budgets
From 2026, the costs of constructing, reconstructing, and carrying out major repairs of academic lyceums, preschool education institutions, and general and specialized schools will be transferred from the national budget to local budgets.

Starting next year, expenses related to maintaining academic lyceums, as well as designing, constructing (including reconstruction), and major renovation of preschools, general schools, and specialized school facilities, will be financed by the budgets of the Republic of Karakalpakstan, regional budgets, and the Tashkent city budget.
According to projections, within the framework of the 2026 budget, local budgets will receive UZS 19.7 trillion in regulatory interbudgetary transfers, of which UZS 3.6 trillion will come from excise tax revenues.
These changes aim to increase the responsibility and autonomy of local authorities in developing educational infrastructure. They will also enable regions to take into account their specific needs and priorities when planning the construction and renovation of schools and kindergartens.
