Citizen of Uzbekistan reportedly killed by security forces in Russia; MFA sends diplomatic note

Uzbekistan has sent a diplomatic note to Russia following reports that an Uzbek national was beaten to death by OMON officers during a raid in the Russian city of Khabarovsk, the Ministry of Foreign Affairs said.

According to information circulating on social media, on December 12, 2025, OMON officers allegedly assaulted several Uzbek citizens during a raid at a café in Khabarovsk. Two individuals were reported to have fallen into a coma, and one of them later died.

In response, the Ministry of Foreign Affairs said it had formally addressed the matter with the Russian side. The case is being monitored by Uzbekistan’s Consulate General in Vladivostok and the Migration Agency.

The consulate general is maintaining regular contact with the deceased’s relatives and is providing necessary consular and practical assistance. Efforts are also underway to repatriate the body to Uzbekistan.

The ministry noted that the consulate general has sent official notes to the Khabarovsk regional prosecutor’s office, the Investigative Directorate, and the local representative office of the Ministry of Foreign Affairs, requesting a comprehensive, impartial, and lawful investigation into the incident.

“At present, there is no officially confirmed information regarding the cause of the citizen’s death. Once verified details are received from the relevant authorities, additional information will be made public. Reports on social media concerning a second citizen have not been confirmed,” the ministry said.
