The new regulation outlines procedures for employers to pay tuition for undergraduate students in their second year and above, and for hiring these students upon completion of their studies.

Under the system, ministries, agencies, and organizations with investment projects involving at least 50 employees or a minimum value of $1 million can participate as employers in tripartite agreements with higher education institutions and students.

Students seeking participation must submit an electronic application to their university by September 20 each year, along with a transcript showing their academic performance. After graduation, they apply to the participating employer under the condition of employment upon completion of their studies.

To be eligible, applicants must have a cumulative GPA of 3.0 or higher in the current academic year. Selection committees review applications and conduct interviews, finalizing selections by October 15.

The employer’s representative plays a decisive role in the selection process. Students who successfully complete their studies under a tripartite agreement are guaranteed employment with the participating organization according to the terms outlined in the agreement.
