Ombudsman recovers more than UZS 10 billion for citizens in 2025
More than UZS 10.6 billion was recovered in Uzbekistan in 2025 to restore citizens’ rights with the assistance of the Ombudsman, Feruza Eshmatova. The figure was announced on January 16 during an expanded meeting of the Commission on Ensuring Observance of Constitutional Rights and Freedoms of the Individual under the Ombudsman.
Officials reported that the Ombudsman received 26,372 appeals over the year from Uzbek citizens, foreign nationals, stateless persons, public organizations, other legal entities, and foreign ombudsmen. This represented a 12.6 percent increase compared with 2024. Notably, appeals submitted through digital channels – including the virtual reception office, hotline, and mobile application – rose by 125 percent.
The review of these appeals resulted in substantial financial recoveries in favor of citizens. Around UZS 2.3 billion related to unpaid wages and other labor-related entitlements, while more than UZS 3.9 billion was paid as compensation for demolished housing. The remaining funds were recovered to address rights violations in other areas.
As part of efforts to prevent torture and ill-treatment, the Ombudsman and members of public monitoring groups conducted 954 monitoring visits during the year. These visits included 5,487 individual interviews with convicts and detainees, as well as collective meetings involving more than 11,000 people.
The meeting also examined the Ombudsman’s work in handling appeals, conducting monitoring and legal analysis, expanding international cooperation, raising legal awareness, and engaging with the media. Participants noted that the feedback and proposals raised would be reflected in the Ombudsman’s annual report to be submitted to the Oliy Majlis.
