Anti-Corruption Agency finds 386 hidden decisions by local authorities

Local authorities in Uzbekistan concealed 386 decisions and orders without sufficient legal grounds.

According to the Anti-Corruption Agency, an inspection was conducted into decisions and directives adopted by regional, district, and city administrations that were classified as “secret” or “for official use only” and uploaded to the E-qaror electronic system. The review was carried out in line with a presidential decree that mandates the agency to oversee compliance with transparency requirements when publishing documents in the system.

The analysis found that local administrations had adopted a total of 1,907 decisions and orders under various stated grounds. A preliminary review revealed that 386 of these documents had been unjustifiably restricted from public access.

By category, the concealed documents included:

  • 68 related to the approval of organizational structures;
  • 46 concerning the allocation of financial resources;
  • 34 linked to incentive and reward matters;
  • 156 involving appointments to positions;
  • 82 covering other administrative decisions.

The highest number of undisclosed documents was recorded in Fergana region, with 67 cases accounting for 44 percent of the reviewed documents there. This was followed by Khorezm region with 32 cases (39 percent), Bukhara region with 58 cases (37 percent), Kashkadarya region with 41 cases (26 percent), and Samarkand region with 38 cases (15 percent).

In response, the Anti-Corruption Agency submitted formal notices to the Council of Ministers of the Republic of Karakalpakstan, as well as to regional and Tashkent city administrations, demanding the disclosure of 68 unjustifiably concealed decisions and orders. The agency also called for measures to be taken against officials responsible for the violations.

Inspections related to the remaining documents are ongoing, the agency added.
