Government to subsidize up to 50% of tuition fees for students from low-income households
From 1 February 2026, students from low-income families in Uzbekistan will be eligible for state support covering up to 50 percent of their tuition fees at vocational and higher education institutions, according to new legislation.
Under the approved rules, financial assistance will be provided to students from families included in the official Register of Low-Income Families. The support will be delivered through the Youth Notebook (Yoshlar daftari) funds on the basis of a youth social contract, which sets out specific obligations for beneficiaries.
The amount of assistance will depend on how well the terms of the social contract are fulfilled by the student. However, the total support allocated for tuition fees must not exceed the equivalent of 50 times the base calculation value per academic year.
The measure forms part of broader changes to the social assistance system, under which certain types of support previously provided through the Youth Notebook will now be granted exclusively to young people from low-income families under social contract arrangements.
The new mechanism is intended to improve access to education for disadvantaged students while encouraging greater accountability and engagement through contractual commitments.
