Government seeks private partner for construction and operation of Bukhara airport terminal
The government of Uzbekistan has announced a tender for the modernization and management of Bukhara International Airport under a public-private partnership model.
The project will involve the construction of a new airport complex and the operation of key facilities by a private partner, while the state will retain control over the aerodrome infrastructure.
The initiative is being implemented with the participation of Uzbekistan Airports, the Ministry of Transport, and the Ministry of Economy and Finance.
As part of the project, a new airport complex will be built in the Kumsulton area of Bukhara district.
The facility is expected to handle both domestic and international flights and serve as one of the main transport hubs in the region.
Authorities have begun preparing a Request for Qualification (RfQ) to select companies interested in participating in the project under the public-private partnership framework.
The project includes the construction of several major facilities, including:
- a passenger terminal with a total area of 48,500 square meters
- capacity for 1,200 passengers per hour on international flights and 400 passengers per hour on domestic flights
- a catering facility, parking areas, and cargo zones
- a fuel storage complex with a capacity of 8,000 cubic meters
Under the project structure, the aerodrome infrastructure will remain under state management, while the private partner will be responsible for building and operating the passenger terminal and related infrastructure.
According to official data, the existing Bukhara International Airport served more than 574,000 passengers in 2025, with the majority of traffic coming from international flights.
Authorities expect the new airport complex to increase capacity and support further growth in passenger and cargo traffic.
All companies with experience in implementing similar infrastructure projects are invited to participate in the tender.
