Tashkent may introduce several operators for paid street parking
Authorities in Tashkent are considering allowing several operators to manage paid parking services in the capital as the city prepares to auction new parking lots.
The announcement was made on March 12 by Abdurakhmon Bakhtiev, deputy mayor of Tashkent for transport and road infrastructure, during a press conference with journalists.
According to Bakhtiev, the initiative follows instructions from President Shavkat Mirziyoyev, who tasked city authorities with identifying additional locations for paid parking.
City authorities plan to divide new parking spaces into large lots consisting of several hundred parking places and offer them at public auctions.
“The winner of the auction will operate the parking facilities,” Bakhtiev said. “For example, two or three potential participants have approached us asking to accelerate the process of putting these parking spaces up for auction. This involves not only Streetpark Systems, but also other organizations that have expressed interest.”
Officials believe the new auctions could lead to the emergence of multiple operators in the city’s paid parking market.
Development of the paid parking system
In October 2024, Tashkent mayor Shavkat Umurzakov signed a decree establishing paid street parking in the capital.
Under the plan, authorities aimed to create 13,200 paid parking spaces by the end of August 2025, with the long-term goal of increasing the total number to 84,000 spaces.
In early November 2024, applications were opened for an auction granting the right to organize paid parking operations. The selected operator would manage 262,800 square meters of street parking areas across all districts of Tashkent for a three-year period and invest at least $5 million in technical infrastructure.
The city administration also planned to launch a unified automated parking management system. Parking tariffs were divided into five zones, with prices ranging from UZS 5,000 per hour at the lowest rate to UZS 12,000 per hour at the highest.
Previous auction results
In mid-December 2024, Streetpark Systems won a repeat auction for the right to organize paid parking on the capital’s streets. The company offered UZS 62.93 billion for a three-year lease of parking sites during the second stage of the auction.
An earlier auction held in late November 2024 had been won by the Balcomuz joint venture, which offered around UZS 120 billion for leasing parking spaces. However, the contract was ultimately not signed.
The paid roadside parking project officially launched on May 8, 2025, initially operating on six pilot streets, including areas near Amir Temur Square, Mirabad Street, Shakhrisabz Street, Istikbol Street, and Zarafshan Street.
