Uzbekistan to establish bonded warehouses to boost e-commerce sector
The government of Uzbekistan is set to introduce a new specialized storage system aimed at accelerating the growth of the national e-commerce sector. Under a presidential decree signed on April 13, 2026, titled "On measures to create favorable conditions for the further development of e-commerce in Uzbekistan," a legal experiment involving the establishment of "bonded warehouses" will be launched.

The experiment is scheduled to run from July 1, 2026, to July 1, 2028. These bonded warehouses will function as a new type of free warehouse specifically designed for the temporary storage of goods intended for retail sale to individuals for personal use through electronic trading platforms. Both residents and non-residents of Uzbekistan will be permitted to utilize these facilities to manage their online inventory.
According to the decree, these warehouses will operate under the existing licensing procedures for free warehouses. However, the sale of goods stored within them must be conducted through platforms included in the special register of electronic trading platforms maintained by the National Agency for Perspective Projects.
Goods arriving at these bonded warehouses will be placed under the "free warehouse" customs regime, allowing for retail sale directly to individuals. One of the key advantages of this new system is the simplified customs clearance process, which will be carried out based on a shipment declaration. To further expedite trade, certain standard requirements, such as conformity assessments, sanitary inspections, and veterinary controls, will not be applied to these retail shipments during the experiment period.
