Oliy Majlis approves long-term tax breaks and simplified licensing for Enterprise Uzbekistan digital center

The proposed document establishes a unique legal environment for the Enterprise Uzbekistan center. Designed to attract global businesses, the special regime includes simplified registration, licensing, and operational procedures. One of the most significant features is the regulation of commercial transactions based on international standards, specifically incorporating legal norms from England and Wales.
The law also outlines a robust system of support for center participants. This includes a "single window" mechanism for business registration and management, alongside stringent guarantees for the protection of investments and intellectual property. By reducing administrative barriers, the government intends to foster a genuine partnership between state authorities and private enterprises.
The draft law introduces an extraordinary fiscal regime to ensure long-term stability for investors. Certain business activities within the center will be exempted from taxes until the year 2100. Additionally, the import of technology, equipment, and materials will be conducted under a simplified customs procedure.
Beyond tax exemptions, the center will offer participants the flexibility to test innovative solutions in a controlled environment. Businesses operating within the center will also be permitted to pay salaries in foreign currency and implement international labor standards, further aligning the local business environment with global corporate practices.
The initiative for Enterprise Uzbekistan follows directives issued by President Shavkat Mirziyoyev during his visit to the Ministry of Digital Technologies in late 2023. At that time, the President emphasized the need to create favorable conditions for the industry for the next 100 years.
In November 2025, a presidential decree officially organized the center's operations, mandating a legal framework based on the standards of leading international financial centers. Minister of Digital Technologies Sherzod Shermatov recently noted that the President has urged for the rapid completion of the legislative base to open more doors for foreign companies. By integrating international legal norms for dispute resolution, the center seeks to provide the high level of legal certainty required by multinational corporations.
