Uzbekistan to expand EV charging network to 4,000 stations by end of 2026

The Ministry of Energy has released a draft resolution for public discussion aimed at the systematic development of electric vehicle (EV) infrastructure and the expansion of EV usage across the country. The document outlines strategic measures to support the sector as the government anticipates a fivefold increase in the number of electric vehicles on Uzbekistan’s roads by 2030.

One of the primary incentives proposed in the project is the provision of land plots for charging stations through electronic auctions. To lower the barrier to entry for investors, these plots are expected to be offered at a starting price of just 50% of their appraised value. However, the allocation of land will be subject to specific technical requirements. For instance, fast-charging stations must be distributed strategically to avoid excessive proximity to one another. On inter-regional highways, stations should be placed every 20 km, with each site housing up to five terminals depending on the local power grid capacity.

Quality control and safety remain central to the new regulations. The draft introduces mandatory metrological inspections for all charging equipment. Under the proposed rules, every station must undergo a technical audit once every two years, and the operation of any unverified or uncertified charging points will be strictly prohibited.

The explanatory note accompanying the project reveals that the number of electric vehicles in Uzbekistan exceeded 100,000 units by the end of 2025. With these new incentives, authorities project that this figure will reach 400,000-500,000 by 2030 and potentially 1.5-2 million units by 2035. This transition is expected to yield significant environmental and economic benefits; a single electric vehicle saves an average of 1,500-2,000 cubic meters of methane gas annually. Consequently, the government forecasts an annual saving of 600-800 million cubic meters of natural gas by 2030.

Beyond energy efficiency, the shift toward electric transport is intended to improve air quality and reduce the environmental footprint of the transportation sector. Through the implementation of these measures, the government plans to increase the total number of EV charging stations nationwide to 4,000 by the end of 2026. The public consultation period for the draft resolution will remain open until May 17.
