President Mirziyoyev considers major tax reforms to support businesses
President Shavkat Mirziyoyev on May 5 reviewed a package of proposals aimed at removing bottlenecks facing private businesses, with a focus on tax administration, regulatory pressure and costs in the service sector.
One of the central points is to simplify how public catering businesses reclaim Value Added Tax (VAT). At present, restaurants and similar outlets face a cumbersome refund process that ties up working capital. The proposals also call for easing a number of regulatory requirements, including environmental assessments and compensation payments, for selected retail, catering and service facilities.
Changes to the handling of tax debt were also put forward. Officials proposed capping late-payment penalties so they do not exceed the original tax liability, a step intended to prevent debts from escalating beyond a company’s ability to repay.
Another area under review is the digital reporting system. Authorities are looking to curb misuse of complaints related to unissued receipts, which businesses say can be weaponized. The procedure for suspending VAT certificates – a longstanding concern among entrepreneurs – is also set to be revised to improve transparency and due process.
While the technical details have not been disclosed, the presidential press service said Mirziyoyev instructed officials to expand support for entrepreneurs and ensure that tax and legal frameworks facilitate, rather than constrain, business activity.
