The decree authorizes private medical institutions with national or international accreditation to conduct transplant procedures in line with the national legislation.
The document states that compliance with transplant regulations will become a mandatory licensing requirement for medical providers. Private clinics engaged in transplant operations will also be categorized as high-risk entities under Uzbekistan’s “risk analysis” monitoring system.
In addition, private healthcare providers will be required to regularly submit information to the Ministry of Health on both transplant recipients and donors.
The decree also introduces a pilot mechanism in the Samarkand region beginning January 1, 2027, for the construction and reconstruction of primary healthcare facilities included in the country’s social and industrial infrastructure development program.
Under the scheme, entrepreneurs will finance construction work using their own funds based on projects approved by the Ministry of Health. Once construction is completed, the facilities will undergo official inspection and verification, after which the entrepreneurs will be reimbursed from allocated state funds.
