Uzbekistan eyes 1.4 GW coal power plant in Angren
President Shavkat Mirziyoyev on 26 May reviewed a presentation on introducing market mechanisms, scaling up production, and launching new investment projects in Uzbekistan's coal industry.
The sector has seen growing private participation in recent years. The number of private operators engaged in coal mining has reached 18, and between 2023 and 2025 they expanded geological exploration and extracted 2.4 million tonnes of coal, backed by $117.2 million in private investment. By blending coal from Angren and Shargun, thermal power stations have been supplied with 1.5 million tonnes of high-calorific domestic coal – reducing the need for imports.
The presentation also covered a major new investment project: the development of the Nishbosh coal deposit in Angren. The deposit holds total reserves of 233 million tonnes and is designed for an annual extraction capacity of 10 million tonnes. The project, valued at $494 million, is expected to create 880 jobs.
Alongside the mining project, a proposal was put forward to build a new thermal power plant with a total capacity of 1.4 gigawatts at the same site. The plan calls for $1.3 billion in investment and the construction of four 350-megawatt generating units using ultra-supercritical technology – a cleaner and more efficient approach compared to conventional coal power.
During the construction phase, 1,500 jobs would be created, with a further 310 permanent positions once the plant is operational. The station is projected to generate an average of 9.8 billion kilowatt-hours of electricity per year and save around 2 billion cubic meters of natural gas annually.
The presentation also touched on localization efforts and the development of industrial cooperation within the mining sector.
