Saida Mirziyoyeva: Raising the VAT threshold provides vital relief for small businesses
Uzbekistan's entrepreneurship community has welcomed major legislative changes aimed at easing the tax burden on small businesses. Saida Mirziyoyeva, Head of the Presidential Administration, announced that raising the value-added tax (VAT) threshold from UZS 1 billion to UZS 5 billion will unlock new opportunities for thousands of entrepreneurs across the country.
According to Mirziyoyeva, the previous limit had long been one of the most pressing issues facing small business owners. During her visits to the country's regions, entrepreneurs consistently raised concerns regarding the low UZS 1 billion threshold, overly complex tax administration, and an excessive number of audits and reporting requirements.
She noted that the previous framework inadvertently forced some enterprises to artificially split their operations into smaller entities to avoid the tax transition, rather than allowing them to focus on expanding their businesses freely.
Under the new decree signed by the president, the mandatory VAT threshold has officially been raised to UZS 5 billion. This regulatory shift is expected to primarily benefit family-owned enterprises, cafes, retail shops, and service-sector businesses, alongside thousands of citizens whose daily labor drives the nation's economic growth.
The presidential decree also introduces a broader package of supplementary measures designed to support small enterprises, reduce unnecessary bureaucratic barriers, and continuously improve the overall business climate in Uzbekistan.
