Uzbekistan moves military enrollment process online, scraps local medical exams
President Shavkat Mirziyoyev has signed a decree introducing sweeping reforms to military enrollment procedures alongside structural adjustments to the financial compensation of defense sector personnel.
Under the new directives, the military registration process for young men will be fully integrated with civil registries. Upon turning 16 and receiving their national electronic ID cards, data regarding these youths will automatically transfer from the Ministry of Internal Affairs information systems to defense databases, placing them on the military register without requiring manual filing.
Furthermore, the mandatory medical examination process traditionally conducted within local defense affairs departments is being abolished. Moving forward, all required medical checkups will be managed and carried out within central multi-profile polyclinics operating in respective districts and cities.
Higher allowances and phased wage hikes
The decree enacts immediate financial shifts for service members. Starting June 10, 2026, the monthly rental housing allowance paid to military personnel stationed in the cities of Tashkent and Samarkand will be increased by 25%.
Civilian employees within the defense structure are also set to receive significant pay raises. Staff working at the regional defense departments of the Republic of Karakalpakstan, the provinces, and Tashkent city, as well as district and city defense branches, will see an immediate 20% salary increase. This salary bump applies to all civilian personnel with the sole exception of pre-conscription primary training instructors. Looking further ahead, their wages will experience an additional 50% increase starting January 1, 2027.
These payroll enhancements will be executed by adjusting the mathematical coefficients applied to base tariff rate calculations within the existing Single Tariff Scale. Specifically, the base calculation coefficient is set at 1.2 starting June 10, 2026, and will rise to 1.7 on January 1, 2027, ensuring a structured progression in compensation for the ministry's civilian workforce.
