Government agencies and state companies to outsource ancillary services to private sector

The Cabinet of Ministers has approved a new regulation governing the organization of outsourcing within executive authorities and select state-owned companies. Under the newly issued government decree, a series of auxiliary and technical tasks will be systematically transferred from the public sector to private contractors.

The approved framework establishes a definitive list of functions eligible for private-sector outsourcing. These include the maintenance of buildings and facilities, landscaping and territory improvement, sanitary and hygienic works, catering services, information technology support, archiving, transport and logistics, as well as laboratory and analytical services.

Beyond defining the scope of transferable work, the decree institutes a standardized, unified procedure for selecting private vendors, formalizing contracts, and evaluating overall service delivery. State buyers are mandated to strictly adhere to the regulatory principles of openness, transparency, and financial efficiency throughout the procurement process.

To guarantee service quality, the government is introducing strict key performance indicators (KPIs) to evaluate the performance of participating private firms. Compliance with these performance benchmarks will be monitored on a regular basis, with all assessment results and updates logged on a dedicated electronic tracking platform.

Transitioning these non-core, technical operations to competitive private entities is intended to allow government bodies to focus resources on their primary administrative duties. Government officials anticipate that the shift will improve the quality of support services, ensure more efficient use of budgetary funds, and significantly minimize structural corruption risks across public administration. The decree entered into legal force on the day of its official publication.
