Senate backs stronger child protection measures and penalties for abuse

The Senate has approved a law introducing new measures to strengthen the protection of children's rights, including a one-year ban on working in preschools for educators found administratively liable for abusing minors.

The legislation, titled "On amendments and additions to certain legislative acts in connection with improving the child social protection system," was approved during the Senate's 17th plenary session.

Under the new law, administrative liability will be introduced for physical violence against minors committed during the process of education or upbringing in educational institutions, as well as for insulting children.

The legislation also provides that educators who are held administratively liable for offenses involving physical or psychological violence against minors in the course of their professional duties will be prohibited from working in preschool educational institutions for one year.

Another provision bars courts from exempting parents from paying child support if their child is fully supported by a state or private institution.

The law further stipulates that orphans and children deprived of parental care may be placed only with relatives for upbringing.

In addition, criminal cases involving minors will be heard in closed court sessions to better protect children's privacy.

The legislation was drafted by the National Agency for Social Protection under the President of the Republic of Uzbekistan. It introduces amendments and additions to six codes and 13 laws.

According to senators, the law strengthens legal guarantees for protecting the rights and legitimate interests of children while safeguarding their dignity and personal integrity in educational institutions.
