Presidential spokesperson Sherzod Asadov announced the appointments.

Khodjayev was relieved of his duties as director of the Agency for the Development and Regulation of the Energy Market upon assuming his new post. Before the appointment, his candidacy was approved by the Legislative Chamber of Oliy Majlis.

Mirzamakhmudov's dismissal was announced without the customary wording stating that he had been relieved of his duties “in connection with a transfer to another job.”

Mirzamakhmudov was appointed energy minister in September 2022, succeeding Alisher Sultanov, who stepped down earlier that year due to health reasons.

Born on January 13, 1979, in Uychi district of Namangan region, Mirzamakhmudov holds a bachelor's degree from the University of Alabama in Huntsville in the United States and a master's degree from the Tashkent Institute of Chemical Technology.

He began his career at the Bukhara Oil Refinery and later held senior positions at Uzbekneftegaz, Uzkimyosanoat and the Ministry of Economy. He also headed the Cabinet of Ministers' information and analytical department for the development of the fuel and energy sector.

Since 2018, Mirzamakhmudov had served as director of the Uzatom Agency for Atomic Energy Development. Between February 2019 and November 2020, he simultaneously worked as first deputy energy minister, while also heading Uzkimyosanoat from early 2020.

Khodjayev has worked in Uzbekistan's energy sector since 1998, when he began his career at the Ministry of Energy and Electrification. He later held a number of positions within Uzbekenergo, progressing from software engineer to director of its Energosotish branch.

Over the years, he also led the directorate responsible for introducing and coordinating the Automated System for Control and Metering of Electricity (ASCME) and renewable energy projects, served as deputy energy minister, and headed the Project Office for Power Sector Reform under the Ministry of Energy.

Since 2024, Khodjayev had served as director of the Agency for the Development and Regulation of the Energy Market before being appointed minister.
