President Shavkat Mirziyoyev reviewed the proposals during a presentation on expanding support for people without a fixed place of residence.
Officials noted that Uzbekistan currently operates 11 rehabilitation centers with a combined capacity of 726 places. During the first half of 2026, the facilities accommodated around 1,100 people.
Under the proposed reforms, the existing rehabilitation centers will be reorganized into temporary accommodation and social reintegration centers. People experiencing homelessness will be able to stay at these facilities after applying on their own initiative, following an assessment by the local “neighborhood seven”, or through referrals from social workers or prevention inspectors.
Each person admitted to a center will receive an individualized reintegration plan covering the restoration of identity documents, access to medical and social services, vocational training and employment assistance.
Dedicated employment support units will also be established within the centers. Vacant premises at the facilities will be leased to entrepreneurs on preferential terms to create additional job opportunities for residents.
The proposals also include issuing vocational training vouchers to people experiencing homelessness, adding them to the list of socially vulnerable groups and reserving jobs specifically for them.
The government also plans to expand access to temporary shelter, hot meals and clothing by contracting private organizations to provide these social services.
