The proposed changes follow a Cabinet resolution adopted on June 3, 2026, which instructed relevant authorities to prepare measures to strengthen penalties for fare evasion. The proposals have now been drafted and submitted to the Legislative Chamber.
Under the proposed system, passengers caught traveling without paying for the first time would face a fine equal to half of the base calculating amount (BCA). From September 1, this would amount to UZS 220,000.
A repeat violation would carry a fine of one BCA, or up to UZS 440,000, Muhammadjon Qahhorov, director of the Tashkent City State Institution for Monitoring and Control of Passenger Transport, told Uzbekistan 24.
The current fine is significantly lower. Traveling without a ticket on a trolleybus, tram or urban or suburban bus is currently punishable by a fine equal to one-tenth of the BCA, or UZS 41,200.
More than 82,000 passengers were identified as traveling without paying fares during the first seven months of 2026, Qahhorov said.
More than UZS 2 billion in fines has been collected from those violations during the period.
The government’s June 3 resolution also introduces a new requirement from September 1 under which passengers must pay their fare immediately upon boarding a bus.
Passengers who board without paying will be recorded as traveling without a ticket and may be fined by inspectors under Article 144, Part 5 of the Code of Administrative Responsibility, which covers fare evasion on public transport.
The proposed increase would therefore raise the fine for a repeat violation from the current UZS 41,200 to as much as UZS 440,000.
