The proposals were put forward at the eighth Consultative Meeting of the Heads of State of Central Asia and Azerbaijan, held on October 8 in Turkmenistan’s Avaza National Tourist Zone.
The summit was chaired by Turkmen President Serdar Berdimuhamedov and attended by Azerbaijani President Ilham Aliyev, Kazakh President Kassym-Jomart Tokayev, Kyrgyz President Sadyr Japarov, Tajik President Emomali Rahmon and Uzbek President Shavkat Mirziyoyev.
From trade to joint production
President Mirziyoyev said relations among Central Asian countries had changed significantly in recent years, pointing to more frequent high-level meetings, greater openness and stronger mutual support. He said the consultative meetings of regional leaders had played an important role in driving that process.
He also described the completion of the Treaty on Friendship, Good-Neighborliness and Cooperation for the Development of Central Asia in the 21st Century as a historic milestone.
Against a backdrop of rising geopolitical tensions and shifting trade and transport routes, Mirziyoyev called for closer coordination while keeping regional cooperation flexible and avoiding cumbersome institutional structures.
He proposed using an international conference, “Interregional Dialogue for Peace and Sustainable Connectivity: A Central Asian Approach”, to be held in Tashkent next year, to discuss ways of strengthening Central Asia’s links with neighboring regions that have longstanding historical, economic and transport ties with the region.
Shavkat Mirziyoyev also called for further work on the legal framework for the consultative meetings, while stressing that implementing existing agreements should take precedence over producing new documents.
On the economic front, he said regional cooperation needed to move beyond conventional trade and toward joint production, with countries developing industrial and technological value chains, shared digital services and mechanisms for bringing major investment projects to fruition more quickly.
“We have already reached a point where standard mutual trade is no longer sufficient; we need to create finished products together. The formula ‘six economies – one product’ perfectly captures the essence of what we should strive for,” Mirziyoyev said.
He proposed holding a Central Asia–Azerbaijan business forum in Khiva in 2027 and creating a platform to provide financial and technical support for joint investment projects.
