An extract from the minutes of UzPost’s shareholders’ meeting on September 21, 2026, repeatedly refers to an agreement signed on December 30, 2025, and identifies WB INT EXPORT as the trustee of the state-owned shares, with shareholder rights granted under Uzbek law and the agreement.
Under Clause 6.1 of Agreement No. 01/3-94, WB INT EXPORT sent a letter on March 31, 2026, proposing five candidates for UzPost’s supervisory board. In a second letter, dated August 11, the company requested an extraordinary shareholders’ meeting to elect a new board.
The September 21 meeting resulted in the appointment of a nine-member supervisory board for a three-year term. Five seats went to representatives of Wildberries and its affiliated companies.
The new board includes Evgeny Mitin, investment and control director at RVB; Emil Khasyanov, deputy head of RVB’s legal department; Pavel Logunov, RVB’s finance director; Alexandra Khmelyova, head of regional development management at WB Bank; and Akmal Primkulov, chief executive of WB INT EXPORT. The remaining four seats went to representatives of state bodies and an independent board member.
License and transfer of shares
On November 26, 2025, before the trust management agreement was signed, Uzbekistan’s National Agency for Prospective Projects announced that it had issued WB INT EXPORT a license to operate in the securities market as a manager of investment assets. The company was also entered in the electronic register of professional securities market participants.
The state’s stake in UzPost was transferred to WB INT EXPORT for one year under a Cabinet of Ministers resolution dated October 13, 2025, and the agreement signed on December 30 of that year.
State assets agency director disputes the arrangement
The corporate documents appear to contradict public statements by Sokhibjon Murodov, director of Uzbekistan’s State Assets Management Agency.
At a press conference on October 8, Murodov said UzPost was not under Wildberries’ trust management. Asked about the transfer under a closed document, he said there was no active trust management agreement and that the parties’ relationship was governed by a cooperation agreement.
