The proposals are part of a broader strategy to improve rail connections between the Fergana Valley, Tashkent and the regions of Syrdarya, Jizzakh and Samarkand.
Under the draft, a unified transport hub linking Tashkent and the surrounding region is also planned from July 2027. It would connect Tashkent North and Tashkent South railway stations with Tashkent International Airport and the city’s central bus station.
The plan also envisages increasing the frequency of suburban electric trains from Chirchiq, Yangiyul, Angren and Almalyk by 50%. Direct transfers to metro stations would be arranged for passengers using these services.
In the Fergana Valley, the daily frequency of electric trains on the Kokand–Pop–Namangan–Andijan–Margilan–Kokand circular route is expected to double by the end of 2028.
The draft also proposes introducing regular minibus services between Pop railway station and Namangan’s bus station.
By 2030, the strategy aims to increase the fleet of electric trains serving domestic routes to 30 and expand the passenger carriage fleet to 650.
The measures remain proposals in a draft presidential decree, which is open for public consultation until November 11.
In a separate development, the new high-speed passenger train Jaloliddin Manguberdi began operating on the Tashkent–Khiva–Tashkent route on May 5, 2026. The train was adapted to local climate conditions and designed to operate in both high and low temperatures, with technical features intended for long-distance travel.
