The bill establishes rules for handling radioactive waste and sets out measures to protect the public and the environment from its effects. It defines the responsibilities of government agencies and the rights and obligations of organizations involved in radioactive waste management, while establishing mechanisms for state regulation, oversight and accountability.
The proposed legislation covers the main stages of radioactive waste management, including collection, sorting, processing, treatment, transportation, storage and disposal. It also provides for state registration of radioactive waste and monitoring of its condition.
The bill sets safety requirements for facilities used to manage radioactive waste and calls for monitoring radiation levels and environmental conditions. It also addresses the protection and decommissioning of such facilities, as well as the reclamation and rehabilitation of affected sites.
Under the proposed rules, citizens and public organizations would have the right to obtain information about radioactive waste management. The bill also introduces measures to strengthen the accountability of organizations operating in the sector.
The legislation must now be considered by the Senate of the Oliy Majlis. Its passage by the Legislative Chamber does not mean it has been adopted by parliament as a whole.
