Kun.uz has reviewed the court ruling in the case involving Garden Catering Trade LLC, which supplied prepared meals to state kindergartens in Fergana and Kuvasay.
The company’s head, director, technologist and accountant were found guilty of offenses including violations of sanitary regulations, embezzlement, theft and document forgery. The court found that the company’s officials had misappropriated public funds through falsified reports and supplied contaminated meat-stuffed dolma to kindergartens in February 2026.
The Furqat District Criminal Court issued its verdict on September 21, 2026.
How the children were poisoned
On February 20, Garden Catering Trade delivered meat-stuffed dolma to kindergartens in Fergana. The following day, 105 children suffered mass food poisoning.
According to the court ruling, the company failed to comply with food safety requirements, including rules limiting how long prepared first and second courses could be kept on a stove to two hours and prohibiting reheating.
An epidemiological investigation found that the children had eaten the dolma at their kindergartens on February 20 and were subsequently diagnosed with acute diarrhea of foodborne origin.
Laboratory tests conducted by the regional Sanitary and Epidemiological Welfare and Public Health Department detected Salmonella enteritidis and Staphylococcus aureus in samples of the dolma supplied to kindergartens No. 2, 15, 22, 31, 58 and 61 in Fergana.
Of 316 swab samples taken from the company’s kitchen, 80 contained bacteria from the intestinal bacteria group and 10 tested positive for Staphylococcus aureus.
Inspectors also found that 11,461 kg of table salt, 1,528 kg of cucumbers and 9,050 kg of flour delivered to the company’s food warehouse were substandard and removed them from use.
Embezzlement and falsified reports
The court found that the company’s officials had inflated the number of children listed in daily meal plans and submitted false reports to obtain payments, misappropriating UZS 330.8 million in public funds.
They also falsified records claiming that children had received their full prescribed portions of food, including 1,270 kg of butter worth UZS 79.853 million and 2,447 kg of meat products worth UZS 183.5 million. The court ruling states that the officials submitted claims for a total of UZS 263 million and misappropriated UZS 594 million in budget funds through embezzlement.
