Regional branch of the presidential academy has been established in Samarkand
Based on the Decree of the President on August 6, 2018, “On the establishment of Territorial branches of the Public Administration Academy under the President of the Republic of Uzbekistan,” regional branches of the Academy were established in Gulistan, Karshi, Samarkand, Urgench and Fergana.
The following are defined as the main tasks of the regional branches of the academy, Zarnews reports:
upgrading the skills of leading civil servants in the field of public administration, taking into account the requirements of professional knowledge and level of management in modern conditions;
developing the abilities of in-service activities of trainees on deep and practical orientation in the area of local governance and regional development, as well as improving their skills in strategic planning, horizontal and vertical communication, state and regional programs and normative-legal documents;
organization of training workshops on a permanent basis with the involvement of heads of ministries, agencies and other organizations for managerial staff and officials of local authorities, territorial bodies of state and economic management bodies, as well as non-profit and other organizations;
shaping the abilities of trainees on planning and organizing certain activities at high quality within the framework of the training workshops;
preparing analytical materials on the issues identified during the course of training seminars.
The regional branches are headed by a director, appointed and dismissed by the rector of the Academy, and whose status and remuneration package is equal to that of the Dean’s of the Academy. Starting from September 1, 2018, people who are offered jobs at professional development courses with hourly wage contracts may be provided with an increased hourly wage of 25% to two and a half times the set amount.
The decree stipulates that trainees in the regional branches will be coached in short-term programs with a duration of no longer than one month on the basis of government grants and payment-contractual arrangements. Only local government authorities, territorial bodies of government organizations and other public institutions’ personnel will be trained on the basis of government grants. Methodological support of regional branches, professional development courses and other educational-practical training seminars will be organized in accordance with the procedure established by the Academy. The management personnel, who have successfully completed the training courses, will be granted certificates of achievement.
The Samarkand branch of the academy began its activity at the main building of the Samarkand State University. Starting from September 2018, deputy heads of city and district khokimiyats of Samarkand, Bukhara and Navoi regions, heads of government bodies and other administrative organizations will be trained at the Samarkand Academy.
The professional development course lasts for six days, consisting of 72-hour webinars, interviews and training sessions. In addition, trainees will be given independent learning assignments, and at the end of successful accomplishment of those tasks a set of key decisions, a visual presentation and a roadmap project will be developed.
Webinar workshops are conducted online by the faculty members of the Academy. Interviews and trainings are organized in the form of mini-lectures, discussions on the subject, small group work and dialogue.
Learning process of the trainees will be broadcasted online through the educational channel of the Academy. Their knowledge will be assessed based on the tests they have taken and the tasks they were given.
