Uzbekistan to build nine modern customs terminals

Uzbekistan, in the coming years, plans to build nine modern customs terminals, including on the terms of a public-private partnership, Kun.uz correspondent reports citing the presidential decree.

The facilities will be built on the territory adjacent to the border customs posts.

In particular, in 2019-2020, it is planned to build the terminals “Yallama” and “S. Nadjimov” (Tashkent region), “Dustlik” (Andijan region) and “Alat” (Bukhara region). In 2020-2021, “Davud-Ata” (the Republic of Karakalpakstan), “Madaniyat” (Andijan region), “Uzbekistan” (Fergana region), “Gishtkuprik” and “Oybek” (Tashkent region) will be built.

The terminals will provide customs, banking, logistics, express laboratory, phytosanitary, veterinary, sanitary-epidemiological, environmental, certification and other services on the principle of “single window”. In this regard, business entities will use the services of terminals exclusively on a voluntary basis.

In addition, from February 1, 2019, a pilot project will be implemented at customs posts in the Tashkent region and Tashkent city. A specialized customs complex “Tashkent-AERO” will create and organize the activities of a special group of persons that provides services for filling cargo customs declarations to participants of foreign economic activity free of charge.

The costs associated with the implementation of the pilot project, including the remuneration of persons attracted on the basis of civil law contracts, will be covered by the Special Fund for Material Assistance, Social Protection, Development of Customs Authorities and Unforeseen Expenditures of the State Customs Committee.

Responsibility for the accuracy of information and documents submitted to fill in the cargo customs declaration in the framework of the pilot project will be assigned to the participant of foreign economic activity.

The State Customs Committee is instructed to submit proposals to the Cabinet of Ministers on the feasibility of the pilot project by December 1, 2019.
