Eldor Tulyakov: Invalid laws should be withdrawn and more practical ones have to be worked out
Most Uzbek people are aware of laws, but not familiar with thousands of existing documents under the law. A deputy of the Legislative Chamber Eldor Tulyakov has expressed his opinions on this issue, Kun.uz correspondent reports referring to the information of “Khalk suzi”.
According to the deputy, citizens, who appeal to the state institutions in accordance with the law, accidentally face the limitations of the law in the legitimate documents envisaging the benefit of an organization. This situation disappoints foreigners, especially foreign investors who come to Uzbekistan. It is necessary to formulate a list of invalid laws and work out laws based on the advanced international experiments that are directly applied in the practice.
At the initiative of the President, this year, a new institution - “Governmental hour” was introduced into the parliament. This mechanism is currently being used by the Legislative Chamber and consists of specific questions and answers. However, it has not been fully utilized in the control of the implementation of laws.
In addition, it is necessary to achieve a wider and more effective use of the institute “Deputy Inquiry”. Today, the officials do not respond timely, do not provide detailed and substantiated replies. Therefore, it is required to regularly introduce a “Parliamentary Inquiry” for them. Result should be shared with the people, they should be consulted.
The fact remains that officials do not regularly attend the parliamentary accounting on the implementation of laws. This indicates that we have not been able to effectively control it.
