Uzbek Government to adopt a new decree on the supply of medicines

A draft resolution of the Cabinet of Ministers “On additional measures to ensure supplying the state medical organizations and population of the republic with medicines and medical equipment” has been placed on the portal of discussions of draft normative-legal documents. 
 
It was noted that according to the Resolution № 849 dated October 22, 2018 of the Cabinet of Ministers on measures to improve the effectiveness of management of the JSC “Dori-Darmon” and maintain the financial stability of the SUE “Uzmedimpeks”, the Ministry of Health of the Republic of Uzbekistan has been allocated interest-free budgetary loan in the amount of 300 billion soums: 
 
of this amount, 15 billion soums were returned to the State budget of the Republic of Uzbekistan; 
 
26,5 billion soums will be reimbursed to the State budget of the Republic of Uzbekistan by the State Unitary Enterprise “Uzmedimpeks” until April 1, 2019; 
 
258,4 billion soums will be returned to the State Budget of the Republic of Uzbekistan from the funds received from the sale of medicines and medical equipment brought by the SUE “Uzmedimpeks” to the state medical organizations on the basis of calculations of the need for purchasing by the Ministry of Health of the Republic of Uzbekistan. 
 
In accordance with the list and distribution approved by the Ministry of Health of the Republic of Uzbekistan on the basis of the procurement requirements based on the state budget parameters for 2019, as well as additional sources of the local budget, the Council of Ministers of the Republic of Karakalpakstan, provincial and city administrations shall maintain the followings: 
 
allocating funds for medicines and medical equipment to the Ministry of Health of the Republic of Karakalpakstan, General Directorate of Healthcare of Tashkent city, regional healthcare departments; 
 
including the targeted budgetary funds for procurement of medicines and medical equipment in the corresponding line of expenditure estimates for territorial healthcare authorities. 
 
At the same time, the Ministry of Health of the Republic of Uzbekistan is responsible for preventing the creation of surplus stocks of medicines and medical equipment, as a result of which there is a lack of funds for public healthcare organizations to purchase other types of medicines and medical supplies. 
 
According to the calculations provided by the Ministry of Health of the Republic of Uzbekistan, the Ministry of Finance of the Republic of Uzbekistan provides the SUE “Uzmedimpeks” with necessary funds from the national budget for covering expenses for storage and supply of medicines, medical equipment to the state medical institutions. 
 
The word “until March” will be replaced by “until July” in the article 8, Paragraph 4 of the above-mentioned Resolution of the Cabinet of Ministers. 
 
In order to ensure uninterrupted supply of medicines for patients with endocrine diseases and surgically transplanted liver, the Ministry of Health of the Republic of Uzbekistan jointly with the Council of Ministers of the Republic of Karakalpakstan, administrations of regions and Tashkent city allows to purchase medicines with targeted budgetary funds for these events in the estimation of healthcare organizations by collecting expenditure estimates of the Ministry of Health of the Republic of Uzbekistan.
