Salary of physicians and pharmacists increases from April 1, 2019

On November 7, 2018, the president signed a decree “On measures to strengthen the material incentives for employees of public medical institutions and healthcare authorities”.

The document provides for a gradual increase in the salaries of medical and pharmaceutical workers at public medical institutions:

- from December 1, 2018 – 1.2 times;

- from April 1, 2019 – 1.15 times.

In addition, the Ministry of Health and the National Chamber of Innovative Healthcare, together with the Ministry of Finance and the Ministry of Employment and Labor Relations, based on studying international experience before July 1, 2019, were asked to submit to the Cabinet of Ministers proposals for a fundamental revision of the wage system of medical and pharmaceutical workers aimed at:

- introduction of basic salaries in relation to the position and qualifications of medical and pharmaceutical workers of public medical institutions, the degree of complexity and responsibility of medical care, as well as the specialization of medical institutions;

- introduction of modern methods of evaluating the activities and productivity of health workers, including through the phased introduction of electronic statistics of treated patients and conducting online patient surveys;

- cardinal review of the current procedure for material incentives for medical and pharmaceutical workers, ensuring its payment, depending on the quality of their work, results achieved and public assessment of the medical services provided;

- giving heads of medical institutions the right to set specially distinguished physicians with monthly personal allowances of up to 100% of the tariff rate at the expense of the Fund for material incentives and development of medical organizations.
